This is according to Prime Minister Robinah Nabbanja.

“H.E The President will address the Nation on #COVID19 this Friday July 30, 2021 at 08:00pm . In the meantime, stay calm and continue observing SOPs and other Presidential directives,”Nabbanja tweeted on Wednesday.

The address will be aired live on all Television and radio stations in Uganda.

The President’s address comes at a time when the National Covid-19 Taskforce is pushing for an extension of the lockdown.

In an Interview with NTV Uganda on Monday, with a few days left to the end of the 42-day lockdown instituted by President Museveni, the Chief Epidemiologist at the Covid-19 Taskforce, Dr. Monica Musenero said lifting coronavirus containment protocols before mass vaccination will have repercussions.

She said government aims to inoculate 22 million people, about half of the country’s population, to enable the economy to fully re-open.

“This is a tough time. Its because we are fighting a very dangerous enemy. This walk hasn’t been easy but here we are, we have achieved something together, with the lockdown in place, we have managed to bring down the cases, which were just climbing astronomically and soon we shall start to see a steady decline in death due to Covid-19,” Dr. Musenero said.

She said that as country ends the 42 days announced by the President Museveni, “we need to wait for guidance from His Excellency”.

Dr. Musenero said government has been frustrated by the difficulties in accessing
the vaccines but the praised lockdown, saying “it was in itself meant to push down numbers”.

“The lockdown helped us ro bring down numbers, you all saw the deaths, hospitals were filled to capacity, but we managed to contained that. The lockdown has helped us so much in stopping the spread,” she added.

While announcing a total lockdown on 18 July, 2021, President Museveni suspended private and public transport for 42 days to control the ravaging cases of Covid-19.

“For 42 days, there should be no movement of private cars, boda bodas or public transport across districts. Vehicles will only be allowed to move if they are carrying a sick person,” Museveni asserted.

“It has been observed that Taxis/ Boda-Bodas drop passengers at district boundaries (relay system) to be taken over by their colleagues waiting across the boundary districts which may result in further spread of the virus in communities.Additionally, it has also been observed that despite this directive, human beings walk across district boundaries. This therefore has not achieved its intended purpose.”

Museveni further noted that private vehicles and boda bodas will only be allowed to transport patients if they possess a recommendation letter from LC, RDC or a competent health facility.

Museveni also revised curfew time from 9pm- 6pm to 7pm to 5.30am.

“It is observed that some sections of the public are not adhering to the curfew hours.As such, curfew throughout the country is pulled back to 7pm to 5.30am, Boda-Bodas will only be allowed to move only up to 5pm.”

The President also suspended operations of business centres, places of worship and schools.

]]>UNCDF findings highlight why introduction of mobile money tax led to growth of agency bankinghttps://www.watchdoguganda.com/news/20210728/118162/uncdf-findings-highlight-why-introduction-of-mobile-money-tax-led-to-growth-of-agency-banking.html Wed, 28 Jul 2021 15:43:12 +0000https://www.watchdoguganda.com/?p=118162In June 2018, the government introduced a new tax of one percent value on all Mobile Money (MM) transactions which appeared as a way of penalizing Ugandans who opt to use mobile money services as opposed to traditional commercial banking services.

However, later alone after a sharp drop in MM usage, it was reduced to 0.5 percent of value on only withdrawals. Although the total value of transactions have been recovered since the introduction of tax, there is are concerns that the levy negatively impacts the poor and the formalization of the economy.

The preliminary findings conducted by the United Nations Capital Development Fund (UNCDF) in partnership with PHB Development have shown that Ugandans are slowly adopting agent banking leaving mobile money technology due to a lot of money lost in transactions.

While presenting the findings via webinar on Wednesday, Páll Kvaran a research associate from PHB said the 0.5 percent tax on mobile money has negatively impacted the transactions. Kvaran said that majority of the public is aware of the tax.

For example at income level; 98 percent of people transacting more than Shs1m are aware of this tax whereas 74 percent of those transacting less than Shs100,000 are also aware of it. In urban areas, 98 percent know about it while in rural areas 78 percent are aware of it.

However, even though a majority of the public is aware of the tax, only 30 percent mobile money agents, can explain its details and how it’s applied.

“62 percent of the public believe that the mobile money tax is not reasonable. While interviewing mobile money agents, a lot of them have said that they have lost businesses due to taxes. The people who used to cash out big amounts of money stopped cashing out at MM agents. They now use agent banking to avoid tax,One agent of Mobile money agent told us, ” he said.

Other respondents alluded that they switched to the banking system because of the expensive tax. Withdrawals in banking are cheaper than mobile money withdrawals.

The findings again show that most high-income earners and urban people have started using agent banking however the lower-income earners end up paying the majority of the tax.

Data from the Uganda Revenue Authority (URA) have also shown that in June 2020, the monthly value of the agent banking transactions stood at shs2.5 trillion having grown by 171 percent the year before however, the total value of mobile money transactions dropped by around Shs1 trillion months after the introduction of the tax.

Mr Kvaran added the findings indicate that the tax is highly regressive: the lowest income group may end up paying most of it, while higher income groups move to alternatives.

“Hundreds of thousands of payments in agriculture is not digitized as a result of the tax, leading to decrease the formalization of the economy.”

Chris Lukolyo, the Digital Country Lead at UNCDF urged that there is a need for the government to revise some policies to enable digital financial inclusions in Uganda.

“Mobile Money taxation is now looked to be a barrier to the growth of digital financial inclusion. Taxation is not necessarily a good thing or a bad thing because the government does need revenue to provide public services and so we as a UN agency take a very neutral position to encourage an open discussion about this….because we need to create a conducive environment for the people to take up these services,” Mr Lukolyo said.

“We took on this study to find out what are the themes out there, therefore what we hope to do is to have engagements with different policymakers and have an in-depth discussion,” he noted, adding that the engagements will take place with different key ministries and authorities to make sure that there is a balance between financial inclusion and revenue generation.

Joseph Mukasa Sewava, a Communications Assistant in Museveni’s Office of the NRM National Chairman [ONC] Kyambogo was announced dead on Friday last week.

The news, which spread like bush fire swiftly moved to reach popular media specialist’s home in Seguku, along Entebbe Road, attracting a mammoth crowd converging to grieve with the bereaved family.

In Masaka, Butenga village Buwoko where “the late” hails from, family and friends congregated to mourn the fallen President’s man who many see as an astute defender of the current regime.

In a show of support to the family, community members started making preparations for the burial ceremony which included digging the grave pit.

Sewava, who had had his phone switched off for yet to be known reasons, upon learning of the scenario in the village instantly drove to console the family and convince them he was alive and well.

Upon reaching Butenga, the conspicuously melancholic mourners got swallowed in a cocktail of both panic and joy as they competed against each other to get hold of the man they had converged to eternally send off.

The scenes at the vigil became too emotional for Sewava who later broke down and admitted to the hospital for treatment.

In a telephone conversation with our reporter, Sewava said he had been well until after the reports of his death ” which broke me down.”

He has however improving steadily and by the time of filing this story, he had been discharged from hospital.

Ssekitoleko was put under police custody after returning from Japan where he had disappeared from an Olympics Training camp. Until today, no clear charge had been preferred against him.

The athlete who had gone missing on Friday 16th July 2021 from the Olympic village facilities in Izumisano City, Japan returned to Uganda on 23rd July at 8:30am aboard Qatar Airways. He was in company of a Japanese official.

Ssekitoleko did not meet the set Olympic standards in the latest International rankings and consequently fled the Team Uganda camp during pre-Olympics training in western Japan last week.

In a joint operation between Japanese Authorities and the Ugandan Embassy in Japan, Ssekitoleko was tracked down in Mie Prefecture on 20th July 2021.

The Ministry of Foreign Affairs says that  the sportsman’s action unfortunately violated the Code of Conduct which each member of the Team pledged to abide by.

“This was signed by the Uganda Olympic Council (UOC), Tokyo 2020 and National Council of Sports. Sections (13) and (15) under part 2 are particularly illustrative of what was expected. Not only had he committed to returning to Uganda but he had also pledged to honour the Country, his Team, and the Olympic Games,” the Ministry’s Public Diplomacy Department said in a statement.

“Julius Ssekitoleko was seen off at the Airport by officials of the Ugandan Embassy and Japanese Immigration Authorities who ensured his safe and orderly passage out of Japan.”

Upon arrival at Entebbe International Airport, he was received by officials from Ministry of Foreign Affairs and Ministry of Education and Sports.

” The Government of Uganda is committed to continuous rehabilitation of the Athlete to assist him settle to further develop his career but also help him understand, how such acts of misconduct can not only affect him as an athlete but also other athletes in the Sports sector and the Nation at large,”the Ministry added.

However, since its launch,several local companies have thrived due to the presence of the initiative.

In the same stream, the rebirth of Uganda’s national carrier was a sounding move and a possibility to the promotion of BUBU far from Uganda to all destinations where the airline has secured routes.

On April 23rd, 2019, when President Yoweri Museveni received the first two Bombardier CRJ900 jets from Canada at the Entebbe International Airport, it was the official commencement of a new milestone to promote BUBU.

Three years down the road, Uganda Airlines has vehemently promoted the ‘Buy Uganda Build Uganda’ (Bubu) policy that is being promoted by Government.

How?

First and foremost, the national carrier employs over 300 Ugandans at the hub and about 60 foreign nationals in different departments (where a particular skill set is not available in Uganda) as well as in the destinations Uganda Airlines operates.

Secondly, it’s understood that in Uganda Airlines flights, mainly locally manufactured Ugandan products are used. These include Kakira Sugar, Bond 7, Uganda Waragi, Wava water, Endiro Coffee, Mukwano tea bags, Jesa Yogurt and Jesa milk, not forgetting the recently recognized Uganda’s Rolex chapati.

What the airline considers before using Ugandan products/services:

According to the official from Uganda Airlines, the national carrier management in the first place first considers the certification from Uganda National Bureau of Standards (UNBS) and quality of the product and packaging are very key.

“Whatever we take on board should not be bulky for efficient use of space,” the source said, adding: “Whatever is taken on board should not have combustion ability to minimize fire hazards.”

The government has been encouraging Ugandans to fly their own (Uganda Airlines) as their first choice to show patriotism. The national airline is also expected to promote the country’s tourism sector.

At the recently launched Johannesburg route, the Airline partnered with Uganda Tourism Board (UTB) to promote Destination Uganda by showcasing the ‘Pearl of Africa’.

It’s understood that talks are underway with the Tourism body to firm up the partnership.

Uganda airlines joins other sectors which have also embraced the idea of Bubu especially in the oil and gas sector where local companies and players registering on the National Supplier Database are gaining more ground. Currently, figures from the Petroleum Authority show that 1,329 persons and entities out of the total 1,967 are registered in Uganda.

Gen Muhwezi says that as it was earlier clarified by the Attorney General Kiryowa Kiwanuka, the project has long been in the pipeline and it’s details agreed upon prior to his appointment as Minister of Security last month.

“Nevertheless I want to reassure the public that the terms of the contract provide the Government with clear rights and protections should the alleged circumstances materialise,” Muhwezi tweeted on Wednesday.

A few days ago, it came to the public attention that Joint Stock Company Global Security was facing bankruptcy litigation in Moscow. This is according to data about the company from Honest Business website, which curates information about businesses and companies in Russia.

The company is also facing other debt-related cases filed between 2019 and 2021 in Russia, raising questions of whether the contract in Uganda is a lifeline the company needs to beat off bankruptcy litigation for its very survival, and whether government of Uganda did adequate due diligence before engaging Global Security.

However in a phone interview with URN, Kiryowa said government isn’t aware of any bankruptcy order issued against the company.

“Yes, the contract was brought to my office, we approved it and we believe there is no risk, Uganda is not exposed to anything at all,” Kiwanuka told the media outlet.

“Contract was approved by my office taking into consideration all the laws of this country and we are certain that we don’t have any order of bankruptcy issued against the company.”

Joint Stock Company Global Security Company registered as a small business of 10 employees in 2013 and the firm returns for last year were 637,742 russian rubles equivalent to USD8,000.

It was sued by LLC “Rus Prom-Technologies”, another Russian company that wants it declared bankrupt. The case was filed in the Arbitration Court of City of Moscow on September 17th 2020 and accepted on October 20th 2021.

“On September 17, 2020, the Moscow Arbitration Court received an application from Rus-Prom-Technology on the recognition as insolvent (bankrupt) of JSC Global Security,” a ruling by the Arbitration Court of City of Moscow dated 20th October 2020 says. “Having considered the received application and the documents attached to it, the court considers them sufficient for the acceptance of the application for hearing.”

Though the case was accepted for hearing, the hearing sessions have been postponed several times as Global Security fight to pay the debt its owes Rus-Prom-Technology.

In another case filed in March 2019, Rus-Prom-Technology had sued Global Security for failure to pay 16.6 million rubles (Russia currency) which is about $220,000. Rus-Prom-Technology won the case.

After winning the case, Rus-Prom-Technology proceeded to file case in which it wants Global Security declared bankrupt. For Global Security to fight off bankruptcy, court has ordered it to pay Rus-Prom-Technology.

Global Security has also been sued by Limited Liability Partnership “Orken Alem” for a debt of 8.5 million rubles and Gu Main Department of the Pension Fund of the Russian Federation for failure to pay 10,000 rubles (about $135) and 455,00 rubles (about $600). All these cases were filed between 2019 and July 2021.

After eyeing a lucrative deal in Uganda, the company allegedly registered again on the 10th of this month as a Small Medium Enterprise (SME) in Russia. Meanwhile, the tech company doesn’t even own a digital website.

And last Friday, Uganda signed a contract with the Russian firm to provide digital trackers to all vehicles in the country.

At a ceremony held at the Office of the President in Kampala, Waiswa Bageya the Permanent Secretary in the Ministry of Works and Transport and Yunus Kakande his counterpart in the office of the President signed on behalf of the government while Ivan Sukraban, the Chief Executive Officer of Joint Stock Company, a Russian digital security company signed on its behalf.

According to Kakande, the President instituted an inter-ministerial committee that for the last four months has been working on identifying and the right company to carry out the task.

Kakande said that President Yoweri Museveni directed that all vehicles and motorcycles be fitted with tracking devices to help deal with criminals who he said use vehicles and motorcycles to kill people and then disappear without a trace. Museveni made similar comments in the aftermath of the assassination attempt on the life of Gen Edward Katumba Wamala in June.

Kakande said that the Russian company is going to run the project for two years and recoup their investment and then hand it over to the government of Uganda to manage.

Speaking at the same ceremony, Maj Gen Muhwezi who witnessed the signing of the contract assured the country that the only purpose for which the government is going to track vehicles is to deal with insecurity. He added that they have no intention of interfering in the privacy of citizens. When challenged on the law they are basing on Muhwezi said whatever they are doing was embraced by government technocrats like the Solicitor General.

He added that those who believe that the government is acting outside the law, have the right to challenge it in court.

On when the project is expected to start and how much money car and motorcycle owners are going to be paying, Muhwezi said the committee will be deciding on these details in the coming days.

“The investor is going to come on the ground to establish centres in the different parts of the country working with Luwero Industries to start and then the public will be informed when each vehicle will be called to be registered to get new number plates with monitoring systems.

The payment will also be communicated because always registration of vehicles is not free of charge; anybody who owns a vehicle will meet that charge,” Muhwezi said.

Akol told the local radio station that his father wanted to have a piece of his wife behind his back and that the old man had been extending sexual advances to Alupo for sometime now until the couple felt that enough was enough thus reporting Oluka to the village authorities.

The clan leader Martin Okwii summoned a meeting which was attended by the elders and residents.

The elders found Oluka guilty after being discovered that he is fond of sleeping with his daughters in law.

The accused was then subjected to caning and a fine of one he goat as well as Shs100,000.

The two are rifting over the unceremonious return of Milutin Micho Sredojevic as Uganda Cranes Head Coach.

On Tuesday, FUFA reappointed Micho as the National team manager after signing a three year renewable contract effective 1st August 2021.

Micho who had been Uganda Cranes Coach since 2013, in 2017 terminated his contract with FUFA citing outstanding debt of salary and bonuses of Shs230million.

Now following the development, Kabushenga was prompted to ask Micho through a tweet whether this time round he has been paid in advance before accepting the new offer.

Musisi and Salvado had been best friends until a few months ago when they stopped seeing eye to eye.

In his Facebook post on Tuesday, Musisi said he was a brother to Salvado and supported him until fame cornered him that he started treating him and some members of their group as fans.

The filmmaker disclosed that comedian also made him get kicked out of YayaXtra Lounge, Bar and Restaurant-  a place he called home simply because he refused NRM money.

“You told me I will die a poor man because of supporting Bobi Wine among other embarrassing things. Despite you and your friends branding me a mentally ill man, a casanova, I reserved my respect for you. Even when I apologised, you still went on 88.2 Sanyu FM and SPARK TV and you talked ill about me just because me I don’t have such platforms to respond to you. I forgave you and I would still pay to watch you perform because to me your talented papa.I love Talent and my country as Omulambuzi of Tulambule Uganda,” Musisi said.

However, in May this year, Salvado spilled secrets on why he and Vince were no longer friends.

“Banange people never sleep with people from your groups, don’t do it,” he said while laughing. When asked if that’s what Vince had done, he chose not to respond. He however noted that whereas it is true that the two support different political parties but that is not the reason we fell out,” he said during an interview with Spark TV.

“Vince attacked me and my family, I don’t tolerate anyone who tempers with my wife and my children, do anything to me but leave my family out of it.”

According to Salvado an apology that comes with a “but” is not an apology.
